Could you provide a few more details about that process?

-- Do we manually download the 1.5 component outside the AVD Manager via
the URL?

-- Where do we put it such that the SDK install process will find and
use that local component?

I have run into this problem too (proxy-related issues at some corporate
clients) and tried running my own repository, to no avail.
