I'm also having USB problems on Windows 7 64 bit. Eclipse runs fine, (3.5.2) Android emulator runs fine. I just can't download or run my apps on the device. I also can't charge my Android phone. It charges fine on Windows XP machine. So right now I'm of the opinion that the Android SDK USB driver doesn't work with 64 bit OS's. Can anyone confirm that?
