Yes, unless you needed more info than binary existence, like setting
up some parameters or entering Google Checkout ID.  But certainly this
could be in your base app, and just triggered by the existence of the
key.  Or if you are installing content like the next level of an
adventure game, content for a specific region, then a content provider
seems appropriate.

If it is just binary existence, what method call would you use for
"check for existence of another application"?
