You should have multiple versions of the Google APIs, one to go along with each version of the SDK. The corresponding API for Android 1.5 is API level 3. See if you can download "Google APIs by Google Inc., Android API 3, revision 3" in the Android SDK & AVD Manager [in Eclipse: Window > Android SDK and AVD Manager then go to Available Packages in the left column].
