If you get an unlocked GSM phone and have a friend with a T-Mobile or AT&T account, hopefully you can borrow their SIM if needed to get your phone set up. After that, you can get by with just WiFi, if you aren't planning on using it as a phone "4 realz" and your app does not need telephony features.
