When it is released, yes. Bear in mind it hasn't been released yet. In
particular, the SDK you're using is *not* under Apache License 2.0 (see
below).

I don't know if the Android build process is clean enough that allows
Android-built applications to qualify under the Derivative Works
exclusion ("Derivative Works shall not include works that remain
separable from, or merely link (or bind by name) to the interfaces of,
the Work and Derivative Works thereof"). If the Android SDK were merely
a JAR, I'd say we'd qualify for the exclusion, but with their build
tools and such, it's murkier in my eyes. Even if we have to abide by
paragraph 4, though, that's not exactly onerous, IMHO.
It is also possible the SDK will be licensed somewhat differently than
the Android OS. For example, right now, the SDK is not under the Apache
License 2.0, but rather that agreement you clicked through to download
the SDK:

I always recommend people speak with qualified legal counsel. Mostly,
that's a CYA move on my part. But if you're risk-averse or have a lot on
the line (e.g., a company with employees and investors and such), it's
definitely a good idea.

I'm kinda hoping for a FAQ that covers this from Google Legal, perhaps
in concert with the opening of the Android Market and the release of
Android 1.0. They too may recommend you speak with qualified legal
counsel, but it'll at least tell you how they interpret the license terms.
And, since I forgot to mention this in my first message, IANALNDIPOOTV
