Allowed, yes, as evidenced by the people who have it working on the 
Nokia N8xx series of tablets, various HTC Windows Mobile phones, etc.

I'm not sure it's strictly "encouraged", insofar as I doubt Google or 
the Open Handset Alliance want to be in the position of encouraging 
people to void their device's warranty.
