Well, problem #1 can be seen in the first sentence of the Wikipedia 
entry for GeoPDF:

"GeoPDF is a proprietary extension to the Adobe PDF file format, from 
TerraGo Technologies."

You'll have better near-term luck with GeoTIFF, since that's apparently 
public domain, and there's already an open source library for reading 
the tags (albeit a C library).

It looks like TerraGo submitted GeoPDF to the Open Geospatial Consortium 
(OGC), which might eventually help make it more open, perhaps even open 
enough for semi-random folk to create their own implementation on 
Android. But, until then, I think you're stuck waiting for TerraGo to 
port their TerraGo Mobile product to Android.
