As far as I can see, this is already the case, only those who have
downloaded an app may comment.  I've only been able to leave comments
from my My Downloads folder.

The excess of profanity is a big part of why the comments section of
the Market is so unpleasant to read through.  A user-specific setting
to block comments with profanity would be nice, even if I wouldn't use
it.

I don't know how to address the other half of the problem, which is
just thoughtlessness and caprice on the part of users.  The only idea
that comes to mind is rating the comments, Amazon-style, and weighting
downvoted commenters' ratings accordingly.
