Eric, At AndAppStore.com we added the ability for logged in users to mark a comment useful or not, we then display the most useful comments first and let the least useful ones drift to the bottom, it's a widely used simple strategy that seems to work well for many other sites and allows comments marked as not useful by a number of people to be reviewed and removed as necessary.
I think one of Marketplaces biggest problems in rolling out such a change is that it's an on-phone firmware app. The AndAppStore.com client takes the user to the main site for details of an app (such as the comments), so any changes needed can be made quickly and are instantly apparent to users, but I'd guess that any strategy that Google want to put in place may take some time to filter through firmware testing and rollout.
