Its not paged out, its killed.

And google does whatever the carriers or device manufacturers tell them to.
Fact of life. For a couple of months the answer to "it takes 10-20 seconds"
was "oh your phone must have some serious hardware problem, you should
return it". (From the main home-screen developer.) Now, the answer is "yeah
thats too bad, but until the carriers complain there is no bandwidth to fix
it."
