I don't know enough details about all the hurdles that I'm aware of to be able to talk about them all with authority. I do know that there are some technical concerns (e.g. making sure that the apps can run reasonably well when they're not built from source directly within the build system of the target environment), some logistical concerns (e.g. building and releasing binaries when the underlying sources change), some testing concerns (e.g. releasing binaries that have an acceptable level of quality), and quite some others in a variety of domains that I'm not qualified to talk about (sorry, I'm just a simple engineer). I don't want to speculate on the amount of effort and the time it would talk to clear them all.
Allowing web access to market is an idea that pops us on a regular basis, and that needs to be prioritized against the other tasks that the market team also has. I don't have much visibility over that, and I couldn't tell if I did.
