Simple reason actually.. Symbian OpenSource OS will not be out until 2012 on devices. Now Nokia gives a subsidy to Mobile Operators to deploy their devices. Those with lowr produciton costs on devices obviously have an advantage. Those OSes with lower lciensing fees have a greater advantage. LiMO foundation and Qualcomm and Symbian have the highest license fees.
Android does not. Thus, Nokia had ot have amove to handle the delay of SymboiAN OS OpenSource and that was to gather more Symbian members and open a Symbian App store.
