I am not sure is this is clear in the Android market agreement. If you have a true plug-in architecture, and an unrelated 3rd party writes a plugin, how can you enforce him to list his module on the android market?
But then, we also have the grey area where game levels could be downloaded from alleged 3rd party web sites. At the end, if Google has the reasons to dislike you, they can and will screw you.
