So, if I build a market to sell 3rd-party plugins from the web and say
provide a unique download url and allow the user to download/install
the plugin from my platform app, by-passing Android Market, would that
be legal?

I have no intention to by-pass Android Market. The thing is, the 3rd
party plugins are not legit Android apps. If they are sold via Android
Market, how can my platform app find the plugin and install them?
