I don't know if we should take this offline, but here is what the
"theming community" currently offers for G1s:

1. Custom status bars--colors, notification text, battery meter,
signal meter, etc
2. Custom pull-up menu tab (not sure what this thing is actually
called)--transparency, colors, shape, etc
3. Custom icon sets--usually modifying default icons, plus some of the
most popular apps
4. Custom dialer--buttons, colors, etc
5. Custom clock widgets--colors, faces, hands, digits, etc
6. Custom backgrounds to match the themes (these are of course
changeable by the user anyway)
7. Customization of the .9 png files that provide the UI in many
applications--buttons, menus, etc

There may be more features, but this is what I can think of right
away. If you built this tool, I am confident people would buy it. And
people could then create themes and distribute them on the market as
an additional source of revenue (for them and potentially also for
you).
