My understanding is that Market provides an all-in-one billing and
payment on behalf of the developer and the developer is the one selling
the app to the customer. Google then take their 30% cut for the service
provided.

This is the approach that Checkout is designed for, it's how PayPal
works, and so it would be unusual (but not impossible) for Market to
deviate from this model.
