I'm pretty sure it's the joys of various legal systems.

There are some regions where it's illegal to sell certain types of 
content, content supporting certain ideas, or allow certain comments to 
be made in public (e.g. "incitement to racial hatred" is a criminal 
offence in the UK so Google needs a way of removing racist comments, 
anything showing Nazi symbols is illegal in Germany, etc.). Also various 
regions have various laws in relation to selling stuff which also need 
to be complied with (e.g. In the UK goods have to be "Of reasonable 
quality and fit for purpose" otherwise the customer is legally entitled 
to a refund).

The only other theory for the slow roll-out I've heard is that it's for 
testing purposes, but given the number of problems with downloads 
stalling and copy protection that still exist I don't give that idea 
much weight.

I find it amusing/annoying that Google are spending time and effort 
slowly rolling out the market to various regions, but don't support 
showing the customers prices in their native currency. To me it shows a 
lack of understanding of business to consumer sales.
