OT: A beta program sounds like a good idea.
I can imagine the “Google way” of doing this would be via a website
that offers a consistent way of handling developer feedback, feature
requests and bug reports (star ratings from retarded 13 year olds are
useless at this stage).  Perhaps members of such a site could act as a
small user group to do reviews, recommendations and highlight bad
apples before they graduate to the market.

However, I can see no specific reason why this would have to be done
by Google themselves.
