I'm guessing that legal reasons prevent them from doing that.

Even I don't believe they are withholding them just for the sake of it. 
I'm pretty sure it's either to do with the use of code they don't have a 
license to distribute in all regions (as is the case I beleive with the 
multi-IM client that comes on US G1s), or they don't have a license to 
use certain data sets in all regions, or they're not sure that the 
applications comply with local legislation (as could be the case with 
French privacy laws an the missing sync stuff).
