Some countries have "interesting" privacy laws relating to personal data (i.e. contacts) For example; In the EU it's illegal to transmit personal data from from a device within EU to a location where there isn't an equivalent protection on personal data (you can get an idea of the fun that caused for US/EU data transfers at http://www.out-law.com/page-691).
I don't have the inside track, so I can't say for certain why the apps aren't available, I was just offering up some suggestions to show why we shouldn't assume they're withholding the apps just because they want to.
