Absolutely not. That is a terrible idea. It is also sick in a bloodsucking cell phone provider tricking kids into racking up a big phone bill for daddy sort of way. Forcing the use of a credit card is a way of making sure that 1) the person who is downloading the app is also responsible financially for the purchase, 2) the person who is downloading the app has thought it through and is not just buying on a whim.
On top of that, the cell phone provider has NOTHING to do with the software market, so this idea simply doesn't work.
