Racking up daddy's phone bill can already be done by calling and -
especially - texting excessive amounts of hours/messges. Or by
downloading a buying ring-tones, wall-papers and the like.

If this is a concern, a cap on the amount of apps that can be bought
could be set, depending on plan or something.

Using the phone-bill as a billing method is not new:

I don't say it is all easy to do and void of any concerns or problems.
But i think it is still an idea to be serioulsy considered.
