Being one of the mentioned targets, I'd rather say, it depends upon your target 
audience. If it's technical staying English should be less of a problem. More 
generally, you shouldn't expect the general population to feel comfortable 
using English.

(Basically, I've been thaught French in school, haven't used it for over a 
decade, and while basics are still there, I'm not really comfortable; English 
OTOH I use all the time in my job, so I can usually get by in English)

So it basically depends upon your audience; furthermore, if you decide to 
translate, really consider using a (nonprofessional) translator that is a 
native speaker and knows about your subject matter.
