I've heard of various plans for Android to go to Japanese market, but almost nothing on the web talks about the Input Method Framework/ Editor (IMF/IME), what is complete so far, what is not done, and so on. I don't have the Cupcake pre-release, but I'd expect more to be said about how people will be using the input methods.
