This has been discussed here before. Summary: Maestro cards from the UK can't be used for foreign currency transactions anywhere. You should be able to buy apps listed in pounds (like "Air Hockey" for example ;-) ). Google Checkout doesn't allow sellers to use foreign currencies so Market sellers can only list in their own currency. It sucks.
