This is official wording, and it's stays from the ADC 1. I decided not to enter ADC 1 - because of two reasons: 1. There was no real Android devices at that time. 2. The above sentence from Contest rules. (I didn't want to reinvent a tetris, for the platform of uncertain future). By the time ADC 1 starts there was NO published Android applications at all (to my knowledge). So, most likely, they mean any application, published to any platform - at the time of ADC 1. Now this phrase is even more misleading - but I hope, they will elaborate - they mean published Android "apk" applications only.
