Indeed, so much is unclear. For example, reading the web site I would
presume that an "application" must be an end-user application runnable
on a locked phone, that is no kernel or system level hacks are
allowed, right?

Also an "application" will be judged by fellow androids, thus to have
any chance at the prize money it would have to be an end-user
application, and useful libraries or daemons don't make any sense
either, right?
