Get anycut and create a 'battery history' intent. That'll tell you
what is turning wifi on.

(FYI they changed how 'network location' works - now it makes you
agree to send your gps location to google periodically. Its possible
that is turning on wifi to scan/correlate locations - if it is the
system, and not an app, that is what I'd bet on.)
