Actually, that is not entirely true, afaik. You will not be prosecuted for possesion of less than 5 grams of marijuana, which is not the same as it being legal. Creating software for Android - or any device - that helps freedom of speech in China - or Iran or any other country - would put Google in a position where they have to decide whether they allow this or not. Would Google ban such an app from the market? If not, would Google be banned from China? Wouldn't it be easier to just create proxies for various apps, like Twitter and msn and facebook? That's what people did in the last week or so, for the Iranian opposition. These can be used in China also.
