I didn't think Chrome OS ever would land on 'phone hence the title of the thread.
As for the Chrome OS window system, I'd see that as unlikely to every make its way into Android because Android wouldn't benefit from it. A windowing system would add UI elements for functions which don't make sense in an Android context (minimise/maximise, close window, etc.), all of which would take up screen space on an already small screen. It could make sense, however, from Chrome OS to support Android apps in a window via the use of a davlik vm.
