it should be pretty trivial to make an app that takes over the camera
button and instead pops up a message "Camera has been disabled"

it'd be quite a bit harder to remove the "Camera" and "Camcorder"
applications from the application listing... I think you'd need a
custom firmware for that.

it's also possible if you root the phone, you could just remove the
kernel module for the camera.  Not sure about that one though..
