we do have something similar in UK called a prepayment card

You can top them up at lots of corner shops displaying the PP (paypoint)
sign.

It is not a credit card though as it is not credit, so you wouldn't have the
same safe guards as you would with a card covered by the Consumer Credit
Act.  Most of them also have joining/annual fees and transaction fees
