In this instance it will affect only T-mobile customers. But it tells me that phone-billing is possible. And that google is open to other forms of payment. Other carriers can follow suit and do the same if they want.
And i don't think this is a lock-in. The T-Mobile billing won't become the only payment option; it will be an addition to google check-out. In my opinion, the more available options (that you can opt-in or opt- out) the better it is for the developers for making a little money.
