Having a centralized server managing notifications can be an advantage
in many cases.
No need to have each application create its own service to manage
notification, with all the resources needed (even if few), and all the
complexity involved (lost connection, sleeping phone, group requests
when polling, ....).

A unique service on the phone could be optimized and easier to
customize also. One only settings UI to set the policy, such as always
online with ASAP notifications, battery savings, list of registered
applications, history of notifications, ......
The server could also even choose whether to use SMS if data
connection is not available and notifications is quite urgent.


This would be an helpful option to have such a service available for developers.
And I think Google would be in good position to offer it !
