My understanding is the idea may be against clause 1.2 and/or 3.3 of the 
Googles Market Developer Agreement 
(http://www.android.com/us/developer-distribution-agreement.html) , although 
it's OK on other app stores ;).

1.2 says; "If you want to charge a fee for your Products, you must also acquire 
and maintain a valid Payment Account from an authorized Payment Processor."

3.3 says; "You may also choose to distribute Products for free. If the Product 
is free, you will not be charged a Transaction Fee. You may not collect future 
charges from users for copies of the Products that those users were initially 
allowed to download for free. This is not intended to prevent distribution of 
free trial versions of the Product with an "upsell" option to obtain the full 
version of the Product: Such free trials for Products are encouraged. However, 
if you want to collect fees after the free trial expires, you must collect all 
fees for the full version of the Product through the Payment Processor on the 
Market. In this Agreement, "free" means there are no charges or fees of any 
kind for use of the Product. All fees received by Developers for Products 
distributed via the Market must be processed by the Market's Payment Processor."

It largely depends on the payment processor and whether they are considered 
authorised (currently, as far as I'm aware, PayPal isn't authorised... funny 
that :)).

If I place free app on the market which includes paid features for
which I use alternative means of billing my users (say direct PayPal
payment) will that violate anything in the Market agreement and will
my app be banished from the Market? Say (for the sake of argument) the
app even before the license is purchased is useful "as is" and fully
functional.
