You can charge customers for additional data/features that happen to
be compatible with the free program on the market IF.... you do not
charge through the program you give away on the market and you do not
distribute the data through the market.

i.e., you can give away a text file reader for free on the market and
sell books or whatever on your website that can be read on the free
text file reader.

You can also sell extensions to existing free programs, again, outside
of the market and not through the program distributed on the market,
assuming that, for example, the program can accept plug-in components.

A sneaky way to get there is to link to your product web page from the
program, and the website has somewhere in it a link to buy additional
plug-ins.

This does not and can not violate market contracts since the market
does not dictate the license under which you distribute your program,
it only dictates how you distribute what you distribute ON THE market.

As an example, I will site stupid "skins" for home replacements. You
have the home replacement program, and various people can sell their
skins for it, both on and off the market. The ones sold OFF the market
do not provide any revenue to google. This does not result in the home
replacement program being removed from the market.
