You can submit as many updates to your app as you like, until the deadline.
You simply need to make sure your app is in the state "Submitted" in the
site; if it says "Unsubmitted", your app won't be judged.
There won't be any overlap between the submission and judging periods: as
you suggested, that wouldn't make sense since users need to judge the final
versions submitted.  Thanks for pointing out the language on the site: we'll
get that updated.
