1) You could find out at no cost how well the sprint network works in
your location, and decide if its something you want to pay for

2) I'd happily accept a free android device without ability to use its
cellular radio... they are pretty cool little embedded computers, and
could still be very useful for development, not unlike using an ipod
touch as an iphone substitute.
