I have also judged about 20 apps and skipped 7 if I remember correctly. I have to agree that the quality of the apps that I have seen is really bad. 15 of the 20 apps that I have seen are basically "HelloAndroid" and "HelloJava" level applications. It's beyond me why these apps were submitted in the first place - total lack of self criticism? Out of the 20 apps so far, just one has made me think "oh, that's a neat idea" - but then again, it was just a neat idea, not a full product or application (and that was basically the only app that got more than 1 star from me).
