It's the carriers that push updates. The reason why 1.6 even exists in
its current form (as far as I can see it, anyway) is to support the
release of a new Anrdoid device on Sprint, one of our non-GSM carriers
here. There's a few new customer facing features, so of course
competing carriers (T-Mobile USA) don't want to stand behind and are
also pushing out 1.6. Putting myself into the shoes of carriers in
other markets I'd say let's wait a little to see how 1.6 plays out in
the wild before unleashing (pardon me, launching) it as well.
