T-Mobile said they had to rollout the update sooner than expected
because of a critical bug (occasional reboot when calling 911 !)

system reboots after dialing 911. We have worked with Google and HTC
on a solution, and the rollout of Android 1.6 is being accelerated to
ensure the system reboot fix is rapidly delivered to our customers."

I do not know if such a bug impacts versions for other network
providers, or for other emergency numbers (112 ...).
Neither do I know if other providers would make the same decision to
accelerate the update to Donut to correct this (or even be ready to do
so quickly)
Though once T-Mobile has finished their update, they will get some
pressure to correct it if such a bug still floats around....
