The decision to update a carrier's devices comes from that carrier.

The underlying mechanism is an implementation detail. In the case of
Google-Experience devices (the "with Google" ones, i.e. essentially
the T-Mobile G1, T-Mobile myTouch 3G and Vodafone HTC Magic), the
mechanism involves Google's infrastructure indeed. For devices built
from the open-source tree (e.g. HTC Hero, Samsung i7500), the process
to get the new bits onto users' devices doesn't involve Google.
