Google provides next to nothing. Raw download total and an "active install" count is your lot. Beyond that, it's up to you, through integrating analytics (like Flurry) or collecting data yourself, via whatever means. As for what's "allowed", there's no regulation (yet). You need to decide what's worth your time to implement and what's too intrusive from a privacy standpoint. The only thing I would STRONGLY recommend is full disclosure; if you're collecting personal information that your users don't know about, and word eventually gets out, you're certain to to face a big backlash. And maybe even legal action, but of course IANAL.
