The problem with voice dialing is that the speech recognition engine that it uses only contains a language model for US English, at least in the version that was open-sourced by the company that developed it. Google's tests showed that this model didn't even do a good enough job at recognizing UK English to justify enabling it in UK (and certainly not in the rest of the world).
