Well, since this also happened to me, I think it's because the Android Market doesn't use "minSdk" in your app. I built my app using 1.6, and setting the minSdk to 3 and the targetSdk to 4 (since no 1.6 apis were used).
1.5 users didn't see it, then I tested building the app using 1.5, after that 1.5 users saw it. Then I did the same test but with 1.6 and 2.0. I built the app using 2.0, setting the minSdk to 4 and the targetSdk to 4 as well.. and 1.6 users didn't see it. Same thing, built the app with 1.6 and left minSdk and targetSdk to 4, and both 1.6 and 2.0 users saw the app. What could be going on?
