1. The OS upgrades are put out based on who backs your hardware.
Example: HTC Sense UI will never be officially put out on a Google
Experience device like the G1 or MT3G. However, there are plenty
custom ROM mods out there that work, like Cyanogenmod
*www.cyanogenmod.com*.

2. There is no real difference because the OS is open source you can
root any unit, and unlocking a unit is done by the carrier.

3. Finally news on new devices is not something you will find from
just one score.  The best thing to do is follow a few communities.  I
like Phonescoop.com and for my reviews mobilitytoday.com.  Both sites
are very fair and honest with reviews and phonescoop seems to have
decent information about up and coming *soon to be released* units.
But the rumors are not always right example: Touch HD2 was reported on
several sites as being released with Android and HTC decided to
release the unit as a WinMo device, instead.
