Apple passed everyone due to the fact that they took their browser to the topmost level. That combined with webkit, web 2.0 and ajax support make it an enriching user experience. [Apple consistently pulls this off at least once a decade]
As far as an OS it's behind in other aspects, [multitasking....] But then we are comparing apples and oranges. no pun intended... People are rating the top OS'es now as iPhone, Blackberry and Android.
