I just don't see Google selling their own phone to consumers. I wonder if it will be the third dev phone ADP3 and that's where the confusion is coming from. Google will sell it unlocked, but as a dev phone. It will be available to the public as the HTC Passion through T-mobile. The G1 and the magic dev phone are still on Android 1.6. I think it does make sense to have an Android 2.X dev phone at this point. That's my guess.
