The one time I got to play with a Samsung Galaxy it looked like updates were done by installing PC Software and updating the phone using that. Compared to receiving updates automatically over the air, it seems to me like this would result in a lot fewer users getting upgrades. I don't know if the Samsung devices have Google Market, though, anyway.
It didn't look like there was a Mac or Linux version of the software either.
